Sequencing

What gets built and scaled, in what order.

Nothing reports here, and nothing will.

Every other layer can be instrumented because it has a function a product can perform. Sequencing is the decision about which of those functions to build first. It is made by a person with the whole system in view, and it is the reason two companies with identical stacks get opposite results.

A vendor that claims to handle sequencing is describing workflow order inside its own tool. That is orchestration, and it reports to Functional Coherence.
